4th NGO COORDINATION MEETING

Decisions and Actions

 

The following decisions were made and agreed

1.        DATABASE

·         It was agreed that all parties would operate off a single database of Disaster Victims and also of the aid they have received.

·         This database would be maintained by Bali Hati for all “approved NGO’s”.

·         Data confidentiality is an issue at present this will be handled by only issuing reports from the database to requesting NGO’s rather than establishing an Internet based system.

·         Approved NGO’s will request Bali Hati for the information and then will pass back updates.

·         Individuals wanting to help were requested to work through an “approved NGO”.

·         Bali Hati will draft a proposed set of guidelines regard use of the database

 

Notes

·         It was noted that the Governors office would like to be on the distribution list of data – to assist, not control.

2.      KUTA MEDICAL CENTER

·         Bali Hati’s recommendation that a Medical Center was required urgently in Kuta for at least two years was accepted.

·         PARUM SAMIGITA - agreed to find a building

·         YKIP - agreed to look at undertaking fit out and equipping

·         Bali Hati – agreed to provide the core medical team to operate the center

 

Notes

·         Bali Hati estimates cost to fit out and equip an existing building is up to $300,000.

·         Bali Hati’s estimates that there are up to 500 people possibly needing treatment - many of who have not been reached. Large numbers of people were discharged from hospital with still existing wounds such as embedded foreign objects and burns. These are being admitted to other hospitals.  Some will need care for up to two years.

·         More analysis on the above is required.  YKIP to followup.

3.      CHILDRENS EDUCATIONAL NEEDS

·         Three organizations have started initiatives in this area Yayasan KIDS, BIWA and YKIP (incorporating BIS, AIS and Dyatmika schools) – they agreed to meet in YKIP’s office at 2PM Thursday the 14th November to work out a coordinated strategy.

4.      MEDICAL SUPPLIES

·         It was agreed that no more medicines were needed at this stage and should not be donated until current stocks were assessed and distributed.

·         YKIP advised that the Governor of Bali had issued a Resolution for the distribution of donated medicines over and above immediate requirements. If NGO’s also had medicines they can give them to Sanglah for labeling, cataloguing, storage and redistribution. Aid requests can be requested via fax to Health Service Bali Province, Number 224102. The answer will be given in 24-hour maximum after the information received.

·         A copy of the resolution can be made available to interested parties.

5.      WORK CREATION

·         Work/Job Creation - in the short term for poverty relief and in the long term for economic diversification was agreed as an extremely important issue for the coordinate group.

·         Environmental projects were discussed as ideal but no coordinating sub-group formed.

·         Organizations interested were GUS, Parum Samigita, and Yayasan Idep.

·         Parum Samigita also has a special interest in rebuilding infrastructure in Kuta.

6.      CIVIL SECURITY

·         Raised as an important issue especially by Parum Samigita

7        LONG TERM MEDICAL IMPROVEMENT

·         Several groups saw themselves as working in this area including IMC, Red Cross, and YKIP. No coordinating sub-group was formed but clearly needs to be to avoid multiplicity.

8        EMERGENCY RESPONSE

·         Several Groups saw themselves as working in this area but no coordinating sub-group was formed. This included Baru/Idep, Red Cross, and YKIP.

9        PSYCHOLOGICAL AND SOCIAL TRAUMA RELIEF

·         Drs. Len Lambert and Robert (IMC) gave the group an overview of Post Traumatic Stress Syndrome.  Several Groups are interested including Bali Hati, IMC, Parum Samigita and YKIP. There was no coordinating sub-group formed but it was agreed that this facility would be ideally located in the Kuta Medical Center. YKIP are making a Wayang Kulit film on the trauma and IMC agreed to give technical advice and to coordinate the efforts.

10.       MAJOR EVENTS

·         Parum Samigita – are organizing a Great Cleansing Ceremony on the 15th November 2002

·         Yayasan Friends of Bali are organizing a major rock festival

 

11.       OTHER BUSINESS

 

·         Annabel Thomas of Aqua Marine Diving-Bali volunteered her 14 memeber staff to do whatever work members had.  They are both Indonesian and English speakers.
